Winter Heating
City run public radiator heating runs 30.4 RMB per square meter of apartment space.  And it will last right through the cold season, from mid November until the beginning April.  This usually can be paid at your property's maintenance office and in some cases must be paid at the Qingdao Municipal Heating Office on 262 NanJing Road.  You can also pay with your local ATM card at Bank of Qingdao, China Construction Bank, Agricultural Bank of China, or China Bank of Communications.

Paying Utility Bills
Although most landlords will pay the utility bills for you and then tell you how much the charge is, inevitably you are responsible for your own bills!  Usually there will be an electricity statement put in or stuck on your mail box.  If you don't have a mailbox it is usually stuck on the wall near the entrance of your building.  This bill can be paid at the bank using your local bank card and your utility account number.  The gas & water bills are paid by using a utility card of which money is credited to via your local China Construction Bank.  The gas and water bill collectors periodically come by and run your utility card in there hand held card reader.

Household Insurance
Landlord's insurance will generally only cover common areas and the property itself.  Usually landlords are not forced to buy insurance for furniture and/or appliances, so you are responsible for any damage.  If you choose, you can insure your own belongings.  Rental insurance is available from several companies in Qingdao.
